PA OUTFLOWS & TAILWATERS

Twenty-three dams, twenty-three live gauges — every major tailwater in the Commonwealth, coldwater and warmwater labeled honestly.
Kinzua Dam and the Allegheny Reservoir country — the flagship tailwater of this survey

Below every big dam in Pennsylvania, the river runs cold, steady and stocked — or warm and honest about it. This survey walks all twenty-three major outflows water by water: the live USGS gauge below the dam, the public access, the launches, and the nearest fly shop and bait shop, sourced or stated as a gap. Roster verified against USGS, USACE, PFBC and DCNR records, November 5, 2026.

What AI can't give you

Time on the water. No AI can feel the push of current on your legs, read the light on a run, or know the minute a creek turns on. That's earned standing in the water, season after season. What this guide gives you is the data — live flows, real gauges, verified access, honest conditions — so your time out there counts. Nothing beats time on the water.

LIVE · LOADS FRESH ON EVERY VISITWeather & Radar

Live forecast for the center of the survey — current sky, today, tomorrow and the 3-day outlook, plus the live radar loop. For a specific dam, read its own gauge in the entries below and check the radar over its county.

Chapter 1Read This First — Water Below a Dam Is Different

A tailwater is a river whose thermostat and faucet belong to somebody else. Deep, cold reservoir water released through a dam can hold trout through August in places that would bake by July; it can also rise a foot in twenty minutes on a generation or flood-control schedule that has nothing to do with the weather over your head. Every entry in this survey carries a live USGS gauge below its dam — check it before you drive, and check it again before you wade.

RELEASE SAFETY — THE STANDING RULE. Most of these dams are U.S. Army Corps of Engineers flood-control projects. Releases follow the Corps' schedule, not the sky: water can rise fast, with sirens and posted warnings at some projects and none at others. Fish with an exit in sight, note the waterline when you step in, and if the river starts pushing debris or climbing your boots, get out first and ask questions later.

COLDWATER VS. WARMWATER — LABELED, NOT SOLD. Each entry is labeled for what the water honestly is. Coldwater tailwaters (deep-release dams with stocked or wild trout) are labeled COLDWATER. Flood-control dams whose lakes and outflows fish bass, panfish and catfish are labeled WARMWATER — Pymatuning and Shenango among them. The label comes from PFBC and USACE project records, not from what would sell better.

THE MAP STANDARD. Every map in this guide carries four layers: dam locations, boat launches, local fly shops, and local bait & tackle shops. A pin appears only where coordinates were verified against a USACE, DCNR, PFBC or checked business listing. A launch or shop we could name but not pin is listed in its entry by name and address — never guessed onto the map.

ONE DATA FILE RUNS THIS GUIDE. Everything below — the entries, the gauge blocks, the map pins — is rendered from a single structured data block in this page's source (ks-outflows-data). A shop closes, a launch moves, a gauge changes: one edit updates the entry and the map together.

The Map RoomAll 23 Outflows — Four Layers

Gold pins are the dams. Green are boat launches, blue are local fly shops, orange are bait & tackle shops. Toggle layers with the control at the map's top right. Pins are verified coordinates only — entries whose launches or shops are listed by name carry no pin, and the entry says why.

The Roster23 Outflows, Dam by Dam

West to east, north to south — each entry: the dam and its water, the live gauge below it, what swims there, the public access, the launches, and the shops. Live flows load from USGS when you open this page; a gauge that doesn't answer says so rather than inventing a number.

Chapter 2The Law Below the Dams

TROUT. Commonwealth trout rules govern the stocked tailwaters: statewide opening day in early April, preseason and inseason plants on the Commission's schedule, and special-regulation reaches where posted — the Tulpehocken's Delayed Harvest reach below Blue Marsh and the East Branch Brandywine's DHALO water below Marsh Creek among them. The current Pennsylvania Fishing Summary Book is the authority.

BELOW-DAM RESTRICTED ZONES. USACE projects close the water immediately below their dams to boats and, in posted stretches, to wading — the restricted zone is marked at each project and outranks anything printed here. DCNR parks (Beltzville, Prompton, Marsh Creek, Bald Eagle) add their own park rules.

BOATS AND PFDS. Launches listed here are public launches on USACE, DCNR or PFBC water; unpowered and electric boats need a current launch permit or registration, and the cold-weather wear rule applies statewide — a life jacket worn November 1 through April 30 on boats under 16 feet.

THE STANDING WARNING

This guide reports regulations; it does not replace them. The Pennsylvania Fishing Summary Book, the project office, and the posted signs outrank this book wherever they differ — and when they differ, fish by the stricter reading and write us the correction.

Chapter 3What This Book Stands On

SOURCES OF RECORD: USGS NWIS station records and live instantaneous-values service — every gauge ID in this survey was read live on November 5, 2026, and returned current flow before it was printed here. U.S. Army Corps of Engineers Pittsburgh and Philadelphia District project pages (Kinzua, Tionesta, Shenango, East Branch Clarion, Crooked Creek, Mahoning, Loyalhanna, Conemaugh, Youghiogheny, Raystown, Beltzville, F.E. Walter, Prompton, Tioga–Hammond–Cowanesque). PA DCNR state park pages (Beltzville, Prompton, Marsh Creek, Bald Eagle, Sinnemahoning, Kettle Creek). PFBC lake and stream records for species framing. Business listings for every shop named — each checked November 5, 2026, with address and coordinates as listed there.

Labeled gaps — printed, not papered over

Hammond Dam: Crooked Creek below Hammond Dam has no live-flow gauge of its own — USGS 01518500 returned no current data at the November 5, 2026 check. The Hammond entry reads the Tioga River gauge (01518000), which measures the combined flow below the Tioga–Hammond complex, and says so in the entry.

Dead gauges were rejected, not printed: 03012545 (Kinzua), 03043810 (Conemaugh at-dam) and 01544810 (Kettle Creek below-dam) publish no live flow; each entry uses the nearest verified live below-dam station instead.

Shop layers left empty where nothing verified: the East Branch Clarion entry (its Johnsonburg bait shop was listed as temporarily closed at check), Curwensville (no shop verified near the water), and the fly-shop layer on the warmwater entries where no fly shop serves the water. An empty layer is the honest answer; padding it with a distant or closed shop would be a lie with a pin on it.

Launches listed without pins: Kinzua's Willow Bay and Kiasutha launches, the East Branch Clarion lake launch, Shenango River Lake's six USACE launches, Raystown's Snyder's Run, Aitch, Tatman Run, Shy Beaver, James Creek and Weaver Falls launches, Beltzville's Pine Run and Preacher's Camp launches, the Prompton State Park launch and the Tioga Lake launch are named from USACE/DCNR listings; their coordinates are queued for verification and they carry no pin until then.

Working flow bands (the cfs ranges that say go / wait / stay home, water by water) are full-edition work: they are being built from each gauge's record the way the Deep Dives built theirs, and no band is printed in this preview that hasn't been.

Stream cameras: no verified camera exists on most of these tailwaters; where the verified Keystoned camera manifest (Nov 1, 2026) lists none, this guide carries no camera link rather than a dead one.

Sister editions: the County Guides (Allegheny, Butler, Armstrong) and the Erie Deep Dives. The Butler County edition now carries this same four-layer map standard for Lake Arthur and the Slippery Rock–Connoquenessing system.
